Resolution No. [2804]: Declaration of Special Military Operation in the Republic of Korea

The State Duma of the Russian Federation

Recognizing the grave incident on the high seas, where the Republic of Korea unlawfully seized a Russian naval vessel engaged in routine operations in international waters, resulting in the unwarranted death of numerous Russian sailors;

Acknowledging the repeated attempts by the Russian Federation to resolve this matter through diplomatic channels, which have been met with disregard and contempt by the Republic of Korea;

Affirming the commitment of the Russian Federation to protect its sovereignty, national security, and the lives of its citizens;

Recalling the obligations of the Russian Federation under international law to safeguard its interests and maintain peace and security;

The State Duma hereby:

1. Declares that a state of conflict exists between the Russian Federation and the Republic of Korea as a result of the actions of the Republic of Korea;

2. Authorizes the President of the Russian Federation to employ the entire naval, air, and land forces of the Russian Federation, as well as other resources of the state, to carry out operations as deemed necessary to rectify the situation, defend the national interests of the Russian Federation, and secure justice for the aggrieved families of the deceased sailors;

3. Directs the President of the Russian Federation to take all measures to mobilize the resources of the state and to coordinate with allies and international partners to respond effectively to this act of aggression by the Republic of Korea;

4. Calls upon the international community to recognize the grave nature of this situation and to support the Russian Federation in its efforts to uphold international law and order;

5. Demands that the Republic of Korea immediately release any surviving crew members, return the seized vessel, compensate for the damages inflicted, and issue a formal apology to the Russian Federation for their aggressive and unlawful actions;

6. Asserts that this resolution shall remain in effect until such time as the conflict is resolved to the satisfaction of the Russian Federation and peace and security are restored.
