Strengthening Cybersecurity and Countering Disinformation in Response to Russian Cyberattacks and Misinformation Campaigns

In light of recent cyberattacks and disinformation efforts by the Russian government against German infrastructure and media, the Federal Republic of Germany reaffirms its commitment to safeguarding our nation's digital infrastructure, electoral integrity, and the informational ecosystem. These malign activities, aimed at undermining democratic institutions, sowing discord within our society, the EU, and NATO, and compromising the security of our critical infrastructure, pose a clear and present danger to our national security and the democratic values we hold dear.


Enhanced Cybersecurity Measures

Recognizing the sophistication and evolving nature of these threats, Germany is taking decisive action to enhance our cybersecurity posture. This includes significant investments in strengthening our cybersecurity infrastructure to protect against cyberattacks. Our approach encompasses both the public sector defenses and the establishment of robust partnerships with the private sector. Together, we are working tirelessly to secure our critical infrastructure and sensitive information from any form of cyber intrusion or sabotage.

Our commitment extends to enhancing the capabilities of our cybersecurity forces and agencies, through both financial investment and the development of cutting-edge technologies. We are also fostering greater international cooperation with our allies to share intelligence, best practices, and strategies for cyber defense.


Counter Disinformation Initiatives

Parallel to our cybersecurity efforts, Germany is addressing the challenge of disinformation with the seriousness it warrants. We are developing and implementing comprehensive strategies to counter the spread of false information, particularly those campaigns orchestrated by foreign entities. Our multifaceted approach includes:


  • Supporting Fact-Checking Organizations: We are bolstering the efforts of independent fact-checking organizations to identify and correct false narratives, ensuring that the public has access to accurate information.

  • Promoting Transparent and Reliable Journalism: The government is committed to supporting independent journalism and media outlets that adhere to the highest standards of integrity and reliability. A free and fair press is the cornerstone of a healthy democracy, and we stand firm in our support for journalists and media professionals who strive to report the truth.
